From a legal standpoint, why should this be viewed as being much different than a patrol officer....or the piloted planes that report speeders to the local CHP officers?

With all of the surplus cash municipal, state and the Federal government is rolling in, why not buy expensive new toys to quash rebellion, oops, I mean criminal activity.
