South Africa will be just like Tanzania in 25 years, I'm guessing.
The next possible step to turn back the clock by the S.A. Government .
If the Government does seize land, it will become a large step backwards, like what happened in Zimbabwe.
I do not know what a good solution could be, however, this is IMO, not a good way to go about moving things forward, or even maintaining the current direction of the country.
In case you are not familiar with what happened in Zimbabwe, the Government seized land from white farmers and gave the land to selected local people.
When the farms were taken over, the families that moved in farmed the land and grew enough food for their families (a good thing).
When the white farmers cultivated the land, they grew enough food to provide food for the country and a bit for export.
Now, famine is rampant in Zimbabwe and they are trying to import food. The Mugabe Government has bankrupted the country and no other country will take Zim bucks, so the hardship continues.
As posted previously, here are some 'Z' bucks (now there's some big BUCKS !)

This is a case where the blacks in South Africa have learned nothing from watching Zimbabwe go through a devastation at the hands of Robert Mugabe. How much evidence do they need to watch farm production go from bountiful to nil in 20 years??
