    For what it's worth, not allowing them to transfer to USC specifically, would be hitting us with an additional penalty. Penn State has what? 85 players? That's, in essence, giving every other team in the country almost an additional scholarship that USC does not get. Or in other words, docking us another one. I wouldn't exactly be surprised, but if they did do that, I expect someone would give them a lot of shit for it.

    That was my thought as well.

    If PSU transfers won't count against the limit then they don't count against the limit- whether that limit is 85 or 75.

    Unlike USC, Ohio State has no restriction as far as how large their incoming classes can be as long as they keep the total roster at 82. In other words, their scholarship restrictions are literally nothing as few programs actually carry an 85-man roster.

    My bad, good call on that. I just searched the scholarship sanctions for North Carolina, Boise State and South Carolina, and it looks like UNC loses 5 schollies each year for 3 years, Boise State will have a roster cap just like Ohio State's, and South Carolina is unable to give out 6 of the 25 scholarships this year (self-imposed, HS class of '13).
