When is it in effect? And does this mean no coaches from a university can contact a player? How about if a player contacts a coach? Can somebody help me out? Thanks!

I was told that tomorrow starts quiet period starts tomorrow, well I found this on ESPN:
Via ESPN Recruiting Nation
Quiet Period is tomorrow. January 29th.
Dead Period is February 2nd.

If the Dead Period started today then wouldn't it be against the rules that Dodson is rumored to be unofficially visiting OSU? Some are saying that he is at the OSU/MS game.

It is a quiet period today. Recruits are allowed to be on campus. The quiet period just restricts coaches from meeting with players off of campus. During a dead period, a coach still gets 1 call per week.
